What Activities did CADH Engage in During the 2014 Legislative Session?
HB 5528, AN ACT CONCERNING ESSENTIAL HEALTH SERVICES, passed both the House and the Senate on the last day of the session. It was amended to require DPH to implement the legislation “within available appropriations” – this was done to remove the fiscal note that had originally been attached to the bill. In addition, the bill was amended with an unrelated provision designed to “fix” legislation passed last year related to Pfizer and the euthanizing animals.
SB 66, AN ACT CONCERNING OUTDOOR WOOD-BURNING FURNACES, will maintain the federal requirements concerning the installation and use of outdoor wood burning furnaces.
- HB 5113, AN ACT CONCERNING YOUTH ATHLETICS AND CONCUSSIONS, which Dave Knauf testified on behalf of before the Children’s Committee.
Proposed legislation that died:
HB 5455, AN ACT CONCERNING THE ISSUANCE OF MUNICIPAL SOFT-SERVE ICE CREAM VENDOR PERMITS. Bill passed House but died in Senate, despite being watered down via amendment in the House.
HB 5151, AN ACT CONCERNING HOOKAH LOUNGES, which would have allowed a town to grant licenses. Passed out of Judiciary Committee but died on House Calendar.
HB 5438, AN ACT CONCERNING LANDLORD AND TENANT RESPONSIBILITIES FOR BED BUG INFESTATION. CADH was concerned about ambiguity in the legislation related to the role of the LHD. Passed House but died in Senate.

What is CADH's Role in Policy and Advocacy?
Connecticut Association of Directors of Health (CADH) has driven public health policy and advocacy initiatives since its inception, with a solid record of influencing public health policy on a host of critical issues. CADH is the collective voice of local public health at the Capitol and encourages its local health directors to present CADH with creative ideas and potential legislation to improve public health statewide. CADH advocates by monitoring the status of pending legislation; preparing fact sheets and written and oral testimony; organizing grassroots advocacy campaigns; maintaining relationships with policymakers; and collaborating with partner organizations. CADH also analyzes proposed state and federal regulations and policies impacting public health and offers comments, develops position papers, and makes recommendations on behalf of its membership.

CADH works in partnership with multiple and diverse organizations, including the National Association of County and City Health Officials, American Public Health Association, Connecticut Environmental Health Association,Connecticut Public Health Association, Connecticut Conference of Municipalities and Connecticut Council of Small Towns.
